Update on the CASp workshops held in Del Mar and Sacramento. Last month CLCID alerted all interior designers to attend the CASp workshops to learn about the Division of the State Architect's "Certified Access Specialist
Program". Currently, the program is being set up for licensed architects and licensed landscape architects only.
As Certified Interior Designers plans include disabled access, CLCID understands
the importance of this program and how it could negatively affect a CID's practice and their projects. CLCID urged designers to attend and request they not be excluded from this important program.
Here is our update report on these hearings which were held in Del Mar on March 31 and in Sacramento on April 4:
Each hearing was attended by approximately 20 interior designers including representatives from CLCID, Douglas Stead, Executive Director of CCIDC, plus
dozens of others including accessibility advocates, representatives from the DSA, panelists and an independent facilitator.
The meetings were well-organized and run by the independent facilitator. They had a system of color-coded topic forms where one could write a question pertaining to
that particular topic. The facilitator would call upon each person with a question and/or comment and then the DSA representatives would reply, if appropriate. The
format was somewhat relaxed which led to a good interchange of thoughts and ideas.
The interior designers in attendance were mostly CID's (those certified by the
California Council for Interior Design Certification - CCIDC). When the CID's were called upon to comment on the program, it was apparent they objected to the CASp
proposal to create the "Access Architect" category which would exclude Certified Interior Designers and negatively affect their practice.
The accessibility advocates indicated they wanted stronger enforcement of the ADA and Title 24 regulations. The interior designers made it clear that as a profession
they have been designing for disabled access for almost 30 years, whereas the architects have not.
An interior design educator from UCLA spoke on how universal design is an integral
part of the interior design curriculum for all schools and universities and in contrast, this is still not a part of the curriculum for architectural schools (which still focus
mostly on site development, planning and design theory). She also mentioned that interior design examinations focus a substantial part on universal design (whereas
the Architects Registration Exam doesn't even touch the subject).
Many good points were made about interior designers education, examination and
practice which includes disabled access. Douglas Stead pointed out that in order to become a Certified Interior Designer in the state of California candidates must pass
the CCRE (California Codes and Regulations Exam) which includes disabled access testing.
As CLCID's and interior designers concerns were heard, the discussion by the
DSA staff turned to the possibility of removing the classification of "Access Architect" and changing it to "Certified Access Design Professional".
It is important for us to continue the dialogue with the DSA about this program and CLCID has invited them (as well as CALBO) to speak at our upcoming Board Meeting on April 27 in Sacramento. (See below)
